You can make them in Paint/gimp/photoshop. Then you upload them on a hosting site.

you should just google this: Runescape Signature Maker. you are sure to get a lot of matches and see which website is good. you will eventually get a url and then copy and paste that in the signature area of your tipit forum profile.
