I remember a while ago a player had tried using the boost on his Cooking Cape and cooking them and still managed to burn one. So unless JaGEx updated since that player tried, you'll burn one in every thousand or so. Either way, it doesn't really matter.
December 17, 200718 yr I'm 97 Cooking, and used my Cooking Gauntlets while cooking 1,000 Monkfish today (had them laying around my bank for some time now) and I didn't burn any of them.

And like I said... it doesn't matter either way. Once in a large amount compared to none doesn't really matter.
