I need to know a legit way of getting sapphire - rubys , other than the mining in shilo cause I havent dont Shilo Village quest and thats not efficent,.

actullay, Shilo is quite effecient for gems. At level 65 mining, I can get 250-300 gems an hour.. At least 20 rubies. I highly reccomend for fast gems you do Shilo Village quest...Its easy too!

Shilo is nowhere near as good as the wall safes in the rogue's den. You need 50 thieving, and 50 agility to buy the stethoscope (I think). You can probably get 200 real gems an hour doing that, if you have 70+ thieving, though you do need to use food as you will take damage. Cheap food like salmon works fine.

Goraks are also pretty good (though they are a high combat level).

That's about it.

 

But Shilo gem rocks certainly aren't inefficient, unless you're not doing it properly. You have thought of fletching the lower leveled ones into bolt tips, right?

Get a amulet of glory and charge it at heroes guilde. Then go to coal mine by catherby or mining guild.
