How about a year old, 950+ total, specific amount of user time ingame, 6 month "probation" where if you do anything wrong, you get a year long forums ban and an auto 15 day ingame ban. How about at least a 700+ skill total, and 1 blackmark or less on the player's record, showing that the player has a reasonable state of mind to be allowed in? :-s ~Mr. D. V. Devnull and normally with a cool mind.(Warning: This user can be VERY confusing to some people... And talks in 3rd person for the timebeing due to how insane they are... Sometimes even to themself.) If the account is one year old or more, chances are that the account owners wont risk it. Of course I have more accounts than I can count that are over a year old, but I've never really used and don't care about, so who knows.
