People just don't want to waste their time with a pixel signature with someone who's going to replace it quickly, and due to the fact that pixels take time, people want to invest their time more wisely. The post count is merely a way of determining how often the sig will be seen and all that jazz and they determine whether its worth it based off that. It's just the way it happens.. It's just that they take awhile to make, they wanna make sure someone who puts back into the community will use it.
