Yes it will degrade even when you are ranging from a safespot. Anytime you are doing an offensive attack barrows will degrade.

Approximately every 15 hours that you use each item in combat, it will decay totally (this is regardless of whether you are being hit or not. For Example safe spotting using full Karil's set will still degrade the armour pieces.)
