You could try trimmed skirts/gold trimemd skirts or maybe runes.

 

 

 

It would take less than half a day to buy 10,000 body runes at 9gp each, and 4 hours later they sell very fast for 10gp each so that's an instant 10k profit. The bigger money comes in when you have more money to invest, say 900k - then you can make a 100k profit every time you buy 100k body runes.

Don't kid yourself, Grand Exchange merchanting is near impossible, but with yoar small budget it would be even more impossible. As Bad911 said, you need at least 2 Million Gold Pieces to Merchant. And if there was an item with your budget, no one would tell you about it anyway, they would keep it to themselves they have a 10 year old telling all his Elementary school chums how to make some cash.
