RuneCrafting is supposed to be one of the tougher skills, not like thieving or something along those lines. Thieving was supposed to be a tough skill before PP. It's the players choice as to what skills they train, I highly doubt it's in JaGeX's agenda to make people want to runecraft. It's just a guild players may have been wanting. I don't know the numbers nor am I sure I'm 100% correct on this, but I do think that there was a poll asking about guilds in the past, this just may have been a choice as well as for a new mini-game. 40 is a good guesstimate, but not because it makes people train the skill. Not content with updating one skill this month, we've decided to reignite Firemaking too.
