If it's the latter, you can't just print out something and stick it on the top of a CD, you need a printer with special capabilities that can print ink straight onto the disk. Some of that programs were complicated, some were difficult to use. I have chosen this CD cover creator and now Im totally satisfied with it. I've got an internal Memorex CD/DVD/lightscribe that came with an excessive Nero suite that was around $100 last year... And an external LG one that does everything that was on NewEgg for less than $100 (not sure exact price though).
