But if you take them off, they don't count toward that 1 hour. 2) They double your xp in PvP worlds, and give 4x if you are using them in the wild 3) There's a long list of skills they work on. I would say it depends how conservative you are with them. For example at Wild agility course, are you going to keep them equipped for the most xp/hour, or are you going to only slap them on for the final lap bonus? ~It's Super Effective!
