Also, as I was killing Dagannoth for the 4th time for slayer (bleh), I realized I was in a "cave" of sorts, so perhaps that's the underground thing Blaziken was thinking of. Falador wouldn't work, of course, but somewhere like the dagannoth area would be fine. It's clearly located in the "ocean," dude to the bridges and causeway.
