But for charms just do slayer, very good way to get them ;) Slayer is not VERY good, if it was i would have done it for 99 Summoning. But Slayer is good way to get charms. There are Bronze/Iron/Steel Dragons that sometimes come within range of the cannon adn then you get hit with a 40 before you know it. Your actually incorrect, there are bronze dragons in the Chaos Tunnels, and its also possible to have a steel dragon in your house Treasure room, and not forgetting the mithril dragons in the whirlpool dungeon!
