I can't seem to grow them fast enough and want to get some combat exp in, what's best to kill for limpwurts? Hill giants? Hobgoblins? Or what?

Cockatrice are very quick Limpwurts, other than that just go with Hill Giants or Hobgoblins I suppose.

Or just tan dragonhide (or kill green dragons if you want the melee xp) or something, make a lot of money/hour, and buy them

This. But if you insist on getting them directly as a drop, hobgoblins are the best I've ever done.

It would be better to kill things for generic profit, and use the profit to buy your limps.
