I would suggest a more permanent solution. A set of balls might do, that way he can produce his own testosterone.

His body might reject the introduction of balls. Go ahead with the surgery anyways.

Fairly certain that balls don't produce testosterone.

Male testosterone is produced in the testes and adrenal glands.
