Lmfao no. You do not fight better when you are at low hitpoints unless you are using the special effect of full dharoks (a barrow's armour). If you were full dharoks and your hitpoints is at lets say 1 you will hit much much much harder than you regularly would at full hitpoints =)

When my hp is low I have to think about too many other things, like eating, switching on prayers or running. People who are being dominated by a strong attack usually panic and die.
