I had to chat with him, not use a buy option or whatever. After his talk he asks if you want to buy a pouch. If i remember correctly, I clicked that a few times, left the guild, came back, wandered around, talked with him again, and after a while he comes up with a new chat. (im pretty sure but not positive that) you need to go to him with a degraded medium pouch. he'll offer to repair it and then offer to sell you some pouches. Tumblr. Follow me!
