People make them to use as their OWN junk. They dont buy other peoples, simply buy the raw material for cheap, fletch it then use it to sell prices for more than GE allows. Trade them in for command points in MA.

Anyway, they high alch for 192 and low for 128, so the best way to get rid of them is to low alch them 30 a day with explorer's ring 2. Examine ChenGMT (level: 138)
