It's very fast, faster even than firemaking, you make a small profit, you don't need any money to start off, and the purple cape goes great with pretty much anything, especially once you get the black trim. Takes like a week of just cooking stuff, but it's easy and while you cook you can be "afk" for 30 seconds. Cost is anywhere from 2-4m. Actually, depending on how fast you want to go, 99 cooking is anywhere from 20m loss (wine) to 70m profit (pizza). Theive= awsome 99, 200k+ xp an hour at 90, and its pretty much free. Strength becuase its combat, good for pking, decent xp.
