For the first 10 hours of play starting on Friday (timezones will dictate when exactly for you), you'll get a multiplier for XP starting at 2.7x and quickly decreasing down to 1.1x. After the 10 hours, it stays at 1.1x until the bonus weekend is over. It's not dependent on how long the event has run, but rather how long you've played. As they clearly stated in the dev blog the multipler reduces AS YOU PLAY If first time you log in is 10 minutes b4 they remove it you will have the full 2.7 multipler, but it will be gone once they remove it.
