It's a members event that Jagex is implementing this weekend. For the first 10 hours of play starting on Friday (timezones will dictate when exactly for you), you'll get a multiplier for XP starting at 2.7x and quickly decreasing down to 1.1x. After the 10 hours, it stays at 1.1x until the bonus weekend is over. It's not dependent on how long the event has run, but rather how long you've played.

No. Jagex is a GMT based company. I take it you're GMT +1?

It starts and ends AROUND midday GMT friday and monday

 

However they stated the exact start and end times will be subject to when they manage to launch it and front page new posts will be made

As they clearly stated in the dev blog the multipler reduces AS YOU PLAY

 

If first time you log in is 10 minutes b4 they remove it you will have the full 2.7 multipler, but it will be gone once they remove it.

As soon as you long in. Game time. Time your playing. Is what decreases it. However I want to know when it starts in Michigan. I plan on logging out right next to an obelisk to save me a little time :)
