I think it's a set up April Fool's joke, Mark Gerhard also posted a video in the Jagex account.

It might not be a prank, but i digress, swimming is just ridiculous.

I mean it's different, it could be a minigame. And it would fail, so leave it up to Jagex to make it a skill.
