I mean, with the current nuking rules (Not complaining about them, it's just a trait of the system) there really isn't much that anybody can do to stop somebody from nuking a biodome if they wanted to. Well, he could just not pay you, but he'll just get invaded again. Also, the treaty was technically already agreed to.
