Could anyone advise me on an effective yet not busting my banks balls on achieving this? Kind of like maybe be able to sell after a certain point and only have to fund that bit extra every time. Also, im starting to get motivated to get such a long term goal of a 99, I should have one. Guessing fletching is my best option since its already highest non combat.

Buy Yew logs and bow string. Cut the logs into Yew longbows (u). Then string them. Sell them back for profit.

 

I think that still works, I did that for the majority of my journey to 99.

Yew longs or maples if you're cheap.

yew longs with sc knives, you'll be done in a day or two, i did sc knives from 93-99, took me 3 days

or just skip the fletching the bows cause its slower then stringing... just buy 10k yew longs(u) and 10k bowstrings and string them.. faster and will get you good exp.. sc knifes take some time to get but if u want go for it.

broad arrows are 6 gp/xp and 500 xp p/h

addy arrows are a little less xp p/h but crazy cheap.

Do this. I did it only from 80-82 because my attention span is about 2 seconds. Anyway, you get like 1k profit off 500 bows.

It's really really tiny, but it's something.
