Just tried in both normal world and pvp world and didn't notice anything unusual, stairs worked normally so it could be related to something else?

Despite the guy turning into a [bleep], the stairs really don't work. As stated before, tele's do though, he probably got tb'ed.

Already said this before, the guy who killed me had 69 mage, means he couldn't tb... and the message that showed up when I tried to tele was, you cannot do that at the moment. If you try teleporting when tbed, it will say you have been teleblocked!

 

Also, has it been confirmed that the bug has been fixed?

You were probably Tbed without knowing.

 

Ive never experienced anything close to this, and i frequently pk around varrock. (die around varrock :thumbsup: )

Erm, did you try teleporting with the Ring of Kinship? It doesn't work in combat, and I think it gives you that message.
