I'd say go for 95 for fire surge, 99 if you have the cash. Trolling by giving good advice since April 2011. The Blog - Currently Cleaning Herbs

March 16, 201115 yr Vengeance is only moderately useful for dg bosses. The ability to use a surgebox and fire surge however is quite big. If you got 95 magic, 70 runecrafting would significantly increase your dungeoneering effectiveness.
