Yes.

It stacks in the sense that you get bonus exp from each, but you don't get compounded bonuses. As in you get;

exp * 2 + exp * 2 = 300% normal

and not;

exp * 2 *2 = 400% normal

Correct mathematical description

$EXP = base * (1 + MUL1 + MUL2)$

 

Where MUL1 and MUL2 are the multiplies for horn & stealing creation (both "1" in this case).
