I think that this could be a useful addition to the Achievements sub-forum. Yes, there is a per forum option so it doesn't need to be enabled on every board on the forum. Yes there is always bias, but censoring opinions doesn't really help anyone out. I'm not arguing ideology with you, just what has happened in the past. Rating boming can't be recorded by the moderators, can it? Offensive posts/stupid posts can, which would make it far easier to see a pattern and take action on it accordingly. If you honestly wanted the rating system back, it'd be better to change it back to Rate This! again. And towards the end, Rate This! sucked. The new guidelines of the Achievements subforum and more streamlined moderation has made the environment there much more pleasant. So why would this rating system be better (or different) than the old rating system that failed miserably and overall lead to a more enjoyable change? That's one of the reasons we've never opened up the option to give positive or negative reputation to users/threads.
