The formula for Combat level is Defence level + X + 2

 

X being the highest combat stat the player has apart from summoning constitution or prayer ^^

Edit: If someone has 1 Defence and 1 in other combat stats, then 1+1+2=4

Summoning is counted.

Since the evolution of combat the game looks at:

Attack

Strength

Mage

Ranged

Summoning

 

And picks the highest, this is then added to your defence level and then 2 more is added.

(X+def+2)

Assuming you do not train combat you'd have:

1+1+2

Making the lowest combat level possible 4.
