Try fighting something that's really low defence but has alot of HP so you're bound to get a max hit off of them. Tip has a very good integrity when it comes to Calcs so you might want to double check you've put in everything that you're using and be open to the chance that you haven't hit your max hit yet. It says that I should be able to hit 16 at 75 strength with a rune scimitar and strength ammy using defensive but the highest i was able to hit was 15, trust me i trained my def from 70-75 so im sure i should have been able to hit at least one 16 if it were possible. I even used the option where it could take your stats from RuneScape. :\ I <3 Gears of War 2.
