June 27, 200620 yr Personally the best tool, even for beginners, to use would be Macromedia Flash MX. It has a really nice user interface and several good options, such as motion tween and different layers. As much as this sounds like and advertisment, its not. Im just recommending a program which i know to be efficient and easy to use, if a little big on the memory.
