Kill or pickpocket the HAM Members or HAM gaurds.

the H.A.M dungeon but you need 2 complete the lost tibe quest i think

In the HAM hq. and you don't need Lost Tribe to enter, because you must enter it in One Small Favour and Lost Tribe isn't a requirement for that quest.

and they are really rubbish robes, only get if you want to wear them for style, as they give pretty poor bonuses
