In response to all your questions, yes, that was a lv3 account made for scamming =]. The way to break so many rules is to keep scamming on it in one day before Jagex can check the reports sent it. It's pretty funny, I've had a "connection lost" sign and was unable to log in afterwards because it said my account was disabled...twice!

My friend got banned for 5 offences in 1 day. The problem was it was on his birthday he got banned

That's why you scam on a lv3 account...

Whever or not it's a level 3 account, your stealing peoples stuff by scamming, doesn't make it any better.
