August 29, 200619 yr Sorry, but I can do that in three steps; duplicate the photo, radial blur (zoom) and set to screen/lighten/linear dodge. Not the best of photomanips; the result isn't bad, but way too plain. The first photomanip I did was roughly the same as this. You can do much better, Jelly.

It does count 7+ Layers (with the borders 11) I think I should show more of them, I put them all at a 50% opacy. I mean, overall, it's easy to see that it's basically a zoom blur set on screen, with a border and original image.
