You can only catch them from the trawler... Trawlers take ages to do and chances you get a manta ray or sea turtle are slim. True, theoretically you could, but it it'd take so long...

To me it looks like a private server pic with a map from the regular game, or fake map. Either way, I'll assume the edit "* * *" is ment to be a fake text; therefore, the whole thing is fake.
