does xp or level determine how fast you do something?

i mean like if two people were the same level mining but one had more xp, would the one with more xp mine faster? or does that only depend on level?

the one with higher mining only has higher chance to get ore on that hit

I think that it is level only, because a few exp more or less would really make little difference. If you are the same level you are evenly matched.

Who would get the ore first? The person with the most luck at that particular point in time. Heh. I'm quite sure it has only to do with level.
