Paint is all you need. Jeppoz used to use it. :)

Pixel sigs by me.

Pixel Art

With pixel art, it's got nothing to do with the program. Paint has everything you'll need. It's all about how good you are.

Paint isn't that good, it's hard to save quality pictures. Color selection is hard. You have to select the colors each time you want a different color. No layers. Hidden zooming.

Graphics gale or photoshop/paintshop trial is good.

Personaly i use graphics gale. I think its alot better for getting differant shades of any givien color

Paint is all you need, but GraphicsGale is like a better version of paint. It has a big color palette, and you can animate.

For recent ones I've been working on, I use PS, but of course that's like a lot of money and its not worth getting just so you can have fun with pixel sigs. My mom had it on her comp.

Use paint to draw it up, nice and simple. Just use the pencil tool/line tool/and brush for drawing.

Then, shade it in any program such as MS Paint (free)/Graphics Gale (free)/PaintShop/PhotoShop, I prefer Graphics Gale, pixel shading is pretty nice there.

Really though, the drawing just depends on your talent, and the shading you just have to know what you're doing, and take the time to put in effort.

every1 knows.... PAINT.... i used it to make this (unfished version of my newest sig) its my 2nd one... all u need is practice. it helped to look at other ppls sigs too. :D my ideas came from misterxman.... i love his sigs. i also like jeppoz sigs.
