I also couldn't find any help from the farming or herblore guides. Stealing from stalls apparently only gives hops, flower, and allotment seeds...or at least that's all I've gotten so far. They give all of the different herb seeds and some pretty good higher level seeds too. I hear moss giants drop them if you insist on killing something to get them though. The best way to get lots of high-level herb seeds (all toadflax and above) is to cannon at dagganoths.
