December 28, 200619 yr I think it has to do with the time you finished the quest. I finished the quest around 2PM and check at around 6PM ldn time and it is always good. It is fixed and not like in tears of gutix, linked to the timing you checked last time.

December 28, 200619 yr 12AM GMT = 7PM EST However, I cannot collect until after 10PM or so EST time (believe me, I've tried earlier), so I'm not quite sure ChenW has it right. I believe each player has their own set time when they can collect, based upon when they first finished the initial quest or something.
December 28, 200619 yr The time is when you 1st started the mini-game. I started mine at 6pm local, so everday at 6pm local they gather resources. Geaux Tigers ! Congrats on a great year !
