For some reason I can't enter the place. It says you must be authorized by King Lathas.

I think you may be at the wrong place - you might be at Lathas' training ground. :P Go more northwest from there and you should find it - there are gnomes all around. ^^

Thanks, I didn't realize that!

It's got big wooden gates, some crates, and a cart outside of the entrance. If you are at the entrance to the training grounds, go northwest a bit and you'll find it.
