The one under White Wolf Mt. (in dwarf bar) and the one watching the fights in the Duel Arena. (I can't remember their names). But the off-duty pilots are the ones that give out the goggles and scarves, the explorers (I think) are the ones that give out the pods (for teleporting back to the Grand Tree). I got a scarf after only 6 deliveries, to my first off-duty Gnome Pilot (under White Wolf Mountain). I was pleasantly suprised.
