Level 99 "Construction"? depends on your methods. the cheapest method iirc is making Oak Larders with Stealing Creation Hammers, costing about ~40m.

You need to do 105k planks - around 60m. Let alone gettin 230 SC hammers which sint fun for most people.

This is such a vague, impossible questions. Define "the best upgrades". I could put my entire house in a dungeon and fill all 32 rooms with a steel dragon and my house would cost 320M, it wouldn't be very fun or practical, but you might consider it "the best" since it's the most expensive.

I think he means 32 rooms, at least one of each room, best possible items in every room, and multiple rooms to hold variations of the best items. Definitely hard to give an accurate estimate off the topic of my head, but a ballpark figure would be 250-400M depending on what you do.
