Just buy the iron arrows as you will get much more exp out of 20k iron instead of 10k steel. You could try out the minotaurs in stronghold or guards on top of varrock castle if your f2p. If your p2p you could try rock crabs, or the ogres at some kings camp (not sure which sorry). And good luck with your goal :P .

Rangers dont work to well until like 65 range. But if you do attempt low level pking definitly stay away from mages because they own all at low levels.

Power ranging just means that you range without picking up your arrows. Its generally done on caged things. For F2P you could try out the caged lesser in the wizard tower. Not sure about P2P.

You can make them with 91 smithing and 1 rune bar (1 rune ore and 8 coal). Not sure if theres a shop to buy them at.

Pest control is probably best, but you could also try experiments or rock crabs. Rock crabs also drop lvl 1 clues i believe.

No, wherever the tree icon is on the minimap there are yews. There are 2 in edge, 2 south of falador, 3 in between draynor and lumbridge, 1 north east of port sarim, 1 next to the musuem in varrock, 2 or 3 behind varrock castle and there might be a couple more besides those.
