I kind of agree, although I don't think quests such as legends will be used becuase the requirements for legends are pretty high, including about 6 p2p quests and 6 p2p skills! I also don't think witches' house will be one of them, as the house is in taverly which is renound for NOT being p2p! So, reconsider which quests and the general idea :)
