Honestly that would be very disappointing, a quick/lazy fix, and essentially the same thing they are already doing, just now making the blanket official. Gold farmers use them for illegitimate purposes but don't ruin it for normal players. If they ever come out with a mobile/tablet friendly version (html?) VPN's wouldn't be needed anyway. Whilst yes, I agree with you that it is lazy, and just poor form in general, the general rebuke to that is "it's easier to target the mode they use to do something, than the rule breaking itself". If 90% of botters are VPNing, it's easier to say, well we can detect VPNs to a much better accuracy than botting, so we'll ban people using them. Yes, poor form. Yes, casting a much wider net will catch much more people. Unfortunately, people seem to be more concerned about a lack of bans for bots than about false bans, so Jagex will likely be slow to respond.
