Because people in powerplants don't ussualy have guns.

Do you know why I sugggested shooting at people? these people don't have guns, I just want to get them out the powerplant.

Think of it this way, the various terrorist groups in real life only have a few thousand members overall, probably. We've spent 8 years at war with them, with more troops than you have, and spending more than your entire budget a year in some cases. It's not like the rebels will be wearing a "I'm a terrorist" t shirt, they'll be almost impossible to find. Except in this case he has the support of the people (since they think he's a God). It'll take 3 years to remove all terrorists. 3 years? You have got to be kidding. Even in 30 years, there will still be terrorists, though not as many, and probally not as orginized.
