Casters > Fighters at later levels because all that's standing between their target and death is a roll to save (at best), and they can generally provoke said roll at long range. If they're built well, it's also a roll you'll probably fail. Meanwhile, ranged fighters would have to contend with things like wall spells, summons, magically padded ACs, and Invisibility spells, plus they always have a 1 in 20 chance to miss. After they've got Rapid Shot and Manyshot out of the way, they're done with the major damage increases, which is the only thing keeping them relevant. Melee fighters are pretty much hosed.
