hmm, is there an actual filter that can add a border?

i have looked at lots of great signatures on these forums, i was just wondering how do you place a border onto a finished image like this (im sorry to the person whoevers signature this may be for not asking permission) or like the one The Jeppoz uses im lazy and want a quicker way then drawing it pixel by pixel

i only used a tut for the second one :P, th others were all none intentional, just merely playing with effects
