Paint can help you, cut the bit of the image you want [using the cut tool] and open a new paint file, then paste it so you just have that, save as a jpeg for the lowest quality [i think] you can get in paint. If you have Photoshop when you save as a jpeg you can alter the quality [and therefore the file size] of the image. Hope this helps.
