Researching floating tanks is fairly simple, to be honest...people who have an interest, aka the scientists, will continue the research for the prestigue of being the first as well as for the greater glory of Switzerland. Moon base has already been built...So... People will not do the 'bare minimum' because that would cut your nose off to spite your face.
