I also think that the current rule doesn't affect the wars for TWR now, but it might stop TWR from getting bigger clans in the future. For example, if Corruption possibly wants to join in the future, the "teams" on TWR will have to, or will be asked to take Corruption members off their memberlist. It's not a big problem, but it's a barrier for them to cross. In that way I think having more teams on TWR might be holding back the TWR.
