Like there's a build with sword icon on it, it is a sword shop and it only buys/sells specific types of swords available as stock in the shop and doesn't buy anything else. That is a specialty shop. Specific items you sell there go for higher than general stores and is of same value as the high alch price. This doesn't, however, mean that there is a shop in RS which actually buys/sells these items. E.g. You could high alch a whip, and get the "Speciality Shop" value of 60,000gp, or you could low alch one (if you are completely out of your mind) and get what you would at a general store if you sold it and they had none in stock (I've never seen a general store with whips in stock). There is one speciality shop in Barbarian village, which sells ONLY helmets. That's why it's called a speciality shop. Logical, isn't it?
